The error message is:
Internet Explorer cannot open the Internet site (name).
Operation aborted.
Blogger Help Group is saying it's a Sitemeter problem and by removing the Sitemeter HTML the problem can be fixed. I've removed it but it hasn't solved my problem, although I'm in my blog by a roundabout route.
If you're having the same problem try removing the Sitemeter HTML, it seems to be working for at least some bloggers.
(Among others, Buj Al Arab, Alexander and Samurai Sam give me the same error message).

Not just blogs - other sites not in UAE are showing the same message. The Superficial - an excellent gossip site based in US -also! And a number of other sites I regularly visit. Hope it gets fixed - always enjoy your camnpaigns for good sense. Not that the bureaucracy seem to be listening. Take care.

i currently do not get the error when viewing your site. it works.
i, too, had sitemeter. i removed the code from my blogger template and republised it. it works now, too.
never had the problem. has it been fixed?

Mars, no it appears to be a woldwide problem. I get the error message on a whole range of sites, and many other people are talking about it on forums and help sites.
Friends in Australia can't get into my blog or our Community blog either.
I got this message about 8 hours ago, but it was only new Blogger sites. Those using the old version were ok to access.
I get random timeouts on ocassion (all internet websites, no particular ones), really not that frequently that I bother about it, I can usually resolve it by simply refreshing.
According to http://status.blogger.com/ there's no reported downtime from blogger, so the problem is most likely from our favourite ISP.
I dunnno whether you're on Etisalat or Du, but if you're on Etisalat you can put in the proxy in proxy settings (tools>internet options>connections>LAN settings and put proxy1.emirates.net.ae with port 8080 and make sure it is ticked)
Having no proxy in the settings can cause connectivity problems (as can having the proxy in the settings, although to a lesser extent).
I dont know about the statmeter code, my blog contains it (but its the old non-widget version of google)
I'm currently outside the UAE, and I'm having this problem w/ almost all blogger sites and some wordpress sites.

(the reason why I wasn't experiencing any problems is presumably because my browser doesn't load the sitemeter thing regardless)
the UAE community blog also had sitemeter installed, the number of views was down by about 50% (although it would've been lower than normal just because its summer/weekend)
