Traffic fines discount

It seems that Dubai police are about to follow some other emirates and offer discounts on traffic offence fines.

I'm struggling to understand how that will help to improve the standard of driving.

Well I totally agree ! I have been searching a lot and until now did not even found the beginning of an explanation that could justify this discount policy ! What's the point behind it ? I would really like to understand the expected result on a road network that can not be described as safe.
Anyway, happy to see I am not alone not understanding.

i think its a good thing because they got some really strict rules for driving... i got a fine once for breaking the U turn signal... while i was new there... Oh i must say its traumatic.. its good they are giving the discounts now..
